Parpública's Code of Ethics
Scope of application
It applies to all Parpública's employees,
without prejudice to other applicable legal or regulatory provisions or to
which, due to the exercise of their functions, they are obliged - to
managers, executives, permanent or casual collaborators and to other persons
who render services to it, on a permanent or occasional basis.
Parpública guarantees the availability of
the Code of Ethics to all employees, as well as the existence of a channel
for communication and resolution of doubts.
Ethics - Fundamental principles and
values
Parpública promotes respect for equal
opportunities for all its employees and potential employees.
Parpública seeks to guarantee the
safeguarding of the moral integrity of its employees, ensuring their right
to working conditions that respect their individual dignity.
Parpública condemns any form of moral or
psychological coercion and offensive behavior of the dignity of the human
person.
Conflict of interests
It is understood that there is a conflict
of interest whenever, in the exercise of their activity, employees are
called upon to intervene in decision processes that involve, directly or
indirectly, organizations with which they collaborate or have collaborated,
or people to whom they are or have been connected by kinship or cohabitation
ties.
Relations with the shareholder State,
Group subsidiaries, public entities and civil society
Parpública's fundamental objective is the
search for value creation for the State Shareholder, supported by its
commitment to the excellence of professional, economic, social
responsibility and sustainable development performance.
In the information provided to the
Shareholder, to public and private entities and to civil society, Parpública
will provide qualitative and quantitative elements identifying the economic,
financial, social, environmental and sustainability risks.
Parpública undertakes to implement
mechanisms and rules of transparency, exemption and objectivity appropriate
to the separation of interests of the Parpública Group in relation to
individual interests and / or other organized interests.
Obligations to external control
entities
Parpública must provide the supervisory
and inspection authorities with all collaboration, abstaining its employees
from any behavior that may hinder the exercise of these authorities.
Environment and sustainability
Parpública is committed to integrating the
concept of sustainability in the decision-making process of the Group's
businesses.
Parpública and its employees are committed to
mitigating the impacts of their activity on the environment and promoting
sustainability in harmony with the Parpública Group's Sustainable Development
Principles, namely:

Parpública promotes the personal and
professional improvement of its employees.
Employees must respect and encourage the
values of Parpública, promoting cooperation and individual
responsibility and accepting diversity.
Parpública will continue to make efforts to
provide its employees with high levels of satisfaction and professional
fulfillment, paying fair wages, providing a safe work environment and creating
conditions for the development of their employees' professional lives.
Employees must seek to develop and
continuously update their knowledge and skills and take advantage of the
training provided by the company.
Standards of Conduct
Compliance with legislation
Parpública and all its collaborators are
committed to guarantee in all their activities full compliance with the national
legislation in force in Portugal.
Parpública recognizes as its reference
principles human rights, considered fundamental and universal, based on the
Charter of Fundamental Rights of the European Union.
The Charter reaffirms, with due respect for
the Union's powers and competences and in compliance with the principle of
subsidiarity, the rights arising, in particular, from the constitutional
traditions and common international obligations of the Member States, from the
European Convention for the Protection of Human Rights and Fundamental Freedoms,
Social Charters approved by the Union and the Council of Europe, as well as the
case law of the Court of Justice of the European Union and the European Court of
Human Rights.
Transparency and integrity
Employees may never carry out, on behalf of
Parpública, any action that violates the legislation and regulations applicable
to their activity.
Parpública and all its employees must develop their activity in accordance with the highest standards of integrity, honesty and transparency.
Employees must fulfill their obligations in a
professional and responsible manner, seeking excellence in performance, even in
difficult circumstances.
Parpública and all its collaborators must
agree to explain and make their professional decisions and behavior explicit
with full transparency whenever, with due confidentiality duties, they are asked
to do so.
Employees must always act in a manner that is
loyal to Parpública's principles and interests.
Employees must communicate all situations
that may generate conflicts between their personal interests and the duty of
loyalty to the company or other employees.
Employees undertake not to engage in any
external professional activity that interferes with their duties or the
company's activities.
Employees must report any behavior that is in
conflict with this Code of Ethics.
Confidentiality and information security
Employees must guarantee confidentiality on
company matters, on the relationship with the shareholder, companies directly or
indirectly participated in the Parpública Group, as well as with suppliers,
service providers and customers.
The information to which they have access
must be used only in the interest of the company itself or when expressly
authorized by the company.
Employees who are in possession of relevant
information, even if made public, likely to be able to influence the stock
prices of Parpública Group companies, namely estimates of results, acquisitions,
significant partnerships, disposals, among others, cannot, before the official
disclosure, disclose that information to third parties.
Private transactions within the Company
Employees cannot negotiate or enter into any
agreements regarding prices or supply conditions in the acquisition of goods and
services from Parpública or companies controlled by it.
Employees may not trade securities of
companies of the Parpública Group, strategic partners or companies involved in
transactions or relationships with the Parpública Group that constitute or may
come to constitute relevant facts.
Prohibition of corrupt and bribery
practices
Parpública and its employees will give due
knowledge of the existence of any practice or attempt to practice corruption or
bribery.
Parpública and its employees will refuse any
offers, for themselves or for third parties, that may be considered or
interpreted as an attempt to influence the company or the employee.
Relations with suppliers, service
providers and customers
Parpública will promote with its suppliers
and service providers the observance of a behavior based on the good practices
existing at the level of the State's business sector and respecting the internal
regulations that govern the acquisition of goods and services.
Parpública will promote correctness,
urbanity, affability, professional pride and treatment based on the principles
of fairness and equality in relations with suppliers, service providers and
customers.
Parpública will not maintain relationships
with suppliers, providers of goods and services and customers that are not in
line with the spirit of this Code of Ethics.
Use and protection of the company's
assets
Employees must protect the company's assets,
using them only in the performance of their activities and in the conduct of
Parpública's social businesses, ensuring their efficient use.

Parpública will promote the proper handling of
all complaints, through the Audit Committee, the body to which they should be
addressed, in a closed letter sent to the respective President, or to the direct
email address of this

The whistleblower's confidentiality is ensured.
